Not sure about this question honestly. According to the document we have 3 correct answers not just 2. Daily execution quota is also a correct answer

yeah, I tend to agree with you, though the quota issue is only if the daily execution quota is configured (and, yes, it's not mentioned that this quota is configured or not), otherwise you wouldn't have any issues (if not config), but without a storage account or storage app settings, for sure the app won't work. I would still go with BE if this question should pop up. :)
