To delete emails you need an Organization Management role or Search And Purge role in the compliance center.

Checked twice. For HR department eDiscovery Manager following the principle of lowest access rights should be sufficient. These roles are included:
Case Management
Communication
Compliance Search
Custodian
Export
Hold
Preview
Review
RMS Decrypt
The answers are seems to be right, but for the technical support department, they should have an additional permission called "Search and Purge" to delete content in the mailboxes and this permission is not in the "eDiscovery Manager" role group in Compliance Center.
Organization Management role includes the right of deleting mails
