"You can't assign users to a role within Power BI Desktop. You assign them in the Power BI service". That automatically eliminates the option C. Read here: https://learn.microsoft.com/en-us/power-bi/enterprise/service-admin-rls#define-roles-and-rules-in-power-bi-desktop

How come you can"t assign roles in power bi desktop. What is the functionality of "Manage Roles" ?
