Does this meet the goal => no because security updates are still being downloaded when the connection is configured as a "metered connection".

No, "If you use a metered or capped Internet connection, Delivery Optimization won’t automatically download or send parts of updates or apps to other PCs on the Internet."

That's Delivery Optimization, not the standard Windows Update on each computer. So metering the connection would still allow for some security updates to come through, albeit slowly. With the wording of the question, it has to stop ALL updates, but technically the metered connection will reduce bandwidth usage substantially.

In metered connection the security updates are not stopped, so this option doesn't include "all Windows updates".

B. No Setting the network connections as metered connections will not prevent all Windows updates from downloading, including critical security updates. When You Should Set a Connection as Metered Microsoft says you should set a connection as metered if your Internet service provider limits the data you can use. However, you may also want to do this to prevent Windows from using your bandwidth except when you choose, especially on slower connections

Yes, but: You’ll get a “Download” button you can click whenever you want to install updates. On the Creators Update, Microsoft has now given Windows Update permission to download critical security updates even if your connection is marked as metered. Microsoft has promised not to abuse this.

Select Start > Settings > Network & Internet > Wi-Fi > Manage known networks. Select the Wi-Fi network > Properties > turn on Set as metered connection. Open Wi-Fi settings https://support.microsoft.com/en-nz/help/4028458/windows-metered-connections-in-windows-10 So your comment isn't correct. It can be done from Network en Internet
