Answer C results in only modifying the template itself, not in its availability/visibility to a user when creating a site. In my opinion, only PS cmdlet Grant-SPOSiteDesignRights would do the trick: https://learn.microsoft.com/en-us/sharepoint/dev/declarative-customization/site-design-scoping
