'A phone number' because its missing an even with the right calling policy dial pad wont appear if its missing a phone number, 'A dial plan' is the only option that can allow 4 digit dialing , 'A MS 365 Phone System license' is a requirement to have MS Teams with MS E3 license or switch to E5
