If you give them app how will they be able to produce report.
They are in RLS as a Viewer.

Analysts must be able to create new reports from the dataset that contains the profit and loss data, but the reports built by the analysts must NOT be included in the quarterly reports for the board.---> that's why we are using an app not membership of the workspace
And it is mentioned in the techinical requirements that "The company wants to provide the board with a single package of reports that will contain custom navigation and links to supplementary information."...so Using an app for sure
