These DNS questions are quite misleading. By default, root DC DNS has delegations to child domains. And child domains DNSes by default have forwarders to root domain DNS. So even without any additional conditions name resolution will work between all of the domains.

The question is about DNS zones and DNS servers. There is nothing about domains or child domains. Answer B.

But there is one but :) When you promote child DC, forwarder to the root domain DNS server on this DC is set automatically :)

This is exactly as question 9. How come over there most voted is Yes and here is No?? Indeed, the solution you provided meets the goal. if no forwarder or conditional forwarder is setup to point the children to contoso.local, how will they know where contoso.local is? That is why the answer is No because it doesn't allow all DNS servers to resolve the names of ALL of the internal namespaces.

Changing my mind - I think A, based on The DNS(DC) server of the child (av.svc.loc) domain will by default have the DNS(DC) of the parrent (svc.loc) set as forwarder, hence the succes for querying from child to parrent.
