my 2 cents here......"Standardized checklist stored in the solution for use by inspectors. A copy must be created when a new inspection is initiated'.. this copy is the initial inspection checklist used for an inspection order, just need a data migration tool to make a copy
Fabrikam already uses D365 Field Service, thus already has dataverse enviroment, then why use Dataverse for Teams, there is no special Collaboration requirements. The requirements for the inspection seems to be well suited for Business Process Flow which is available only in model-driven-app which you cant use in Dataverse for teams.

I would go for A) Power Apps Maker portal
Reason: I don't see any Teams sharing specific benefit. Teams is good for collaboration and sharing.
Fabrikam has manufacturing plants in Canada, France, and China -> one team for all plants and countries? Or country specific teams?
Also: the requirements for inspections are quite complex (including permissions) which is in favor of Power Apps Maker portal.
Finally: you have complex reporting requirement which, again brings us back to the question how to handle dataverse for teams on a global level or regional setup if you would like to make reports on both levels.
I am going to say A - Power Apps Maker Portal.
Up in the blurb it says "You must be able to reference inspection information and quality certification information from within Dynamics 365 Field Service" From memory, there is no direct access to data in dataverse for teams, its for use within teams only and so that rules B (Dataverse for teams) out.
The question is "You need to recommend a solution for creating the initial inspection checklists" so C (Data Migration utility) will not allow you to do that and is ruled out.
