The requirements for the inspection seems to be well suited for Business Process Flow which is available only in model-driven-app which you cant use in Dataverse for teams.

I would go for A) Power Apps Maker portal Reason: I don't see any Teams sharing specific benefit. Teams is good for collaboration and sharing. Fabrikam has manufacturing plants in Canada, France, and China -> one team for all plants and countries? Or country specific teams? Also: the requirements for inspections are quite complex (including permissions) which is in favor of Power Apps Maker portal. Finally: you have complex reporting requirement which, again brings us back to the question how to handle dataverse for teams on a global level or regional setup if you would like to make reports on both levels.
