To me it makes more sense to get the numbers first, keep in mind if you create an Emergency address without ELIN phone number and then you need to add it later on you won't be able to do so and will be forced to create a new address

I think Emergency Adress should be first, because number range selection will be based on the physical location address or area code.

I think Emergency Adress should be first, otherwise you will not be able to send a phonenumber via API for Operator Connect
