My answer here is D. The gateway is required when publishing if the plan is to publish the report. You cannot publish a report that uses an SSAS as a datasource. But that is not the question to answer here. The question is "What should you implement to ensure that users who consume the report from the Power BI Service have the most up-to-date data from the cube?" and you need to schedule a refresh in order to get the most up-to-date data from the cube.
