Dataverse uses TDE by default https://docs.microsoft.com/en-us/power-platform/admin/about-encryption Rights are handled from the 365 Admin Center in dataverse environments. https://docs.microsoft.com/en-us/power-platform/admin/control-user-access

YES - NO - YES No. You cannot control security roles and privileges in a Dataverse environment from the Power Apps Admin center, but you can do so from the Power Apps Maker portal.

Regarding (3), the security setting is available in Power Platform Admin Center. I would mark 'No' https://learn.microsoft.com/en-us/power-platform/admin/settings-privacy-security

Powerapps portal admin center is now deprecated and no longer available as of June 2023 so not sure if this helps with answering a test question

No, the Power Apps Admin center DOES NOT EXIST anymore. Instead, Power Platform admin center exists now. Refer to this link for the information: https://powerusers.microsoft.com/t5/Power-Apps-Governance-and/where-is-the-powerapps-admin-center-gone/td-p/699865 From the link it says: "Features from the Power Apps Admin center have moved to the Power Platform admin center. Power Apps administrators can use the Power Platform admin center to manage environments and settings for Power Apps"
