The name can be up to 80 characters long. It must begin with a word character, and it must end with a word character or with '_'. https://learn.microsoft.com/en-us/azure/virtual-network/network-security-groups-overview#security-rules Protocol - TCP, UDP, ICMP, ESP, AH, or Any. The ESP and AH protocols aren't currently available via the Azure portal but can be used via ARM templates.
