We recommend the global admin sign in and set user permissions as outlined below when visiting Compliance Manager for the first time through the Microsoft Purview compliance portal

All these different product names, some of which are umbrella names for other products, which change names over time, are incredibl confusing.

Ans is correct! Compliance Manager has moved from the Service Trust Portal to the Microsoft Purview compliance portal.
