Windows hardly use C release. Nowadays they called it D release. So B releases that release every 2nd Tuesday of a month is a security update. Meanwhile D releases that release every 4th Tuesday of a month is an optional non security update preview.

I think "Optional nonsecurity preview release" used to be called C-release & Non-security releases isn't a thing. Types of update releases: Monthly security update release, Optional nonsecurity preview release, OOB releases, Annual feature updates & Continuous innovation for Windows 11.
