Layer 3
https://learn.microsoft.com/en-us/azure/expressroute/expressroute-introduction#key-benefits
Layer 3 connectivity between your on-premises network and the Microsoft Cloud through a connectivity provider. Connectivity can be from an any-to-any (IPVPN) network, a point-to-point Ethernet connection, or through a virtual cross-connection via an Ethernet exchange.
Both are right. 2 and 3. MS writes: If you're using a layer 3 connection, the provider should configure and manage routing for you. You provide the information necessary to enable the provider to implement the appropriate routes.

It depends on your provider. You can get a layer 2 or 3.
how can this WRONG answer be upvoted ??-- you must have failed more than this question if you couldn't get it correct.
this is from MS site :>
ExpressRoute operates in layer 3. Threats in the application layer can be prevented by using a network security appliance that restricts traffic to legitimate resources.
B. Layer 3
Azure ExpressRoute primarily operates at Layer 3 of the OSI model, which is the Network layer. It establishes private, dedicated connections between on-premises networks and Azure, and it provides IP routing and connectivity for data transfer across the connection.
ExpressRoute offers different types of connections to suit various needs:
Layer 2 (L2) or Layer 3 (L3) Connectivity: ExpressRoute circuits can be configured either as a Layer 2 or Layer 3 connection, depending on your requirements and provider capabilities.
Azure ExpressRoute primarily operates at Layer 3 of the OSI model. This service allows you to create private connections between your on-premises network and Microsoft Azure data centers, and it typically uses BGP (Border Gateway Protocol) for routing between the networks. BGP operates at Layer 3, dealing with IP address routing and making sure data is correctly routed between the two networks.
While ExpressRoute itself is a Layer 3 service, it can be used in conjunction with Layer 2 technologies provided by the network providers to establish the initial connection. However, the core routing and network communication for ExpressRoute is managed at Layer 3
ExpressRoute operates at Layer 3 in the OSI model. It provides address-level connectivity between your on-premises network and the Microsoft cloud through connectivity partners.
You can configure security options for your Azure connection in different ways, depending on your security concerns and compliance needs. ExpressRoute operates in layer 3. Threats in the application layer can be prevented by using a network security appliance that restricts traffic to legitimate resources.
ExpressRoute operates in layer 3. Threats in the application layer can be prevented by using a network security appliance that restricts traffic to legitimate resources.

Azure ExpressRoute operates primarily at Layer 3 (the Network Layer) of the OSI (Open Systems Interconnection) model.
ExpressRoute provides private connectivity between on-premises networks and Azure datacenters, bypassing the public internet. It establishes a dedicated connection, typically through a telecommunications provider or colocation facility, allowing for more reliable and secure communication between on-premises infrastructure and Azure resources.
At Layer 3, ExpressRoute establishes IP connectivity between the on-premises network and Azure, enabling the routing of IP packets between the two environments over the dedicated private connection. This allows organizations to extend their networks seamlessly into Azure while maintaining control over routing and network policies.
