If an Azure Web App can be hosted in a private cloud (on-premise in this case), that would be an example of Private Cloud...right? So, the answer is not always an hybrid cloud...isn't it?

Azure web app should be public cloud, and on-premises should be private cloud. Therefore, the answer is hybrid cloud.

I originally thought private as well, but I'm guessing because Azure Web would generally be categorized as a Public Cloud Service, and On-prem is private... therefore hybrid. Sorry I don't have a better explanation.
