I agree with drunkitemployee, the answer must be Set-DhcpServerv4Scope, the blue icon indicated that 100% off the IP was leased out the scope neet to be increased, therefore the comandlet Set-DhcpServerv4Scope will take care of that.

I think No is correct. Because Set-DhcpServerv4MulticastScope isn' related to inacitivate status for scope. The Set-DhcpServerv4MulticastScope cmdlet modifies the properties of a multicast scope on the Dynamic Host Configuration Protocol (DHCP) server. https://docs.microsoft.com/en-us/powershell/module/dhcpserver/set-dhcpserverv4multicastscope?view=win10-ps

No more clients can obtain IP addresses from the DHCP server because it has no more IP addresses to allocate. Superscope alert: At least one scope contained in the superscope has all IP addresses allocated by the DHCP server. No clients can obtain an IP address from the range defined in the scope that is 100 percent allocated. If other scopes within the superscope contain available addresses, the DHCP server can allocate addresses from these scopes."

Indeed, the blue exclamation mark indicates that all the IP addresses in the scope are in use.

I second that. It can't be a deactivated scope, it would display a red symbol. (The server displays a blue symbol in either case, just confirmed.)

Absolutely wrong. There is no indication that there are records which are inconsistent/need to be repaired.
