Answer is wrong. There is no need to use autopilot for Pro -> Enterprise SKU update. With subscription based activation PRO -> Enterprise happens automatically when user has the license assigned and log in to device

Yes. Technically, the question doesn't mention the new E3 licenses being assigned. But D is definitely the quickest and most elegant solution.

For sure B. While having the user log on and off may seem the easiest and simplest, it would not be. Even if this would be for 15 users, unless ~you~ are physically present and doing it, that would require overhead and is still not requiring the least amount of administrative overhead. I work for an MSP and getting just 5 users that we work with remotely for one of our companies to reboot is a PITA, and it's better for us to schedule a reboot instead, which is what AutoPilot can enable you to do in a sense. https://docs.microsoft.com/en-us/mem/autopilot/windows-autopilot#:~:text=Traditionally%2C%20IT%20pros,that%20is%20automated.

I love the D. This is literally one of the easiest ways to fix things when something is wrong. Rebooting the second easiest. But it makes sense because when licensing is changed, you have to sync the changes with a log on or go to Settings > Users > etc and sync.

I think D is not right as this needs on and off. Which means need administrative effort. We need minimum administrative effort so I think D is not right option.

D is the correct answer. Microsoft 365 E3 include Windows 10 enterprise, but Office 365 E3 not. keep in mind this in de cuestion.
