Yes No Yes The first one is Yes, you can copy a dashboard between Microsoft Power BI workspaces. Here’s how: Open the dashboard you want to copy. Click on the ‘File’ menu in the upper-left corner of the screen. Select ‘Save As’ from the dropdown menu. Provide a name for the new dashboard copy. Choose the destination workspace where you want the copy to be saved. Click ‘Save’.

I tried with dashboard and there isn't save as option. There is only save a copy and it create a copy in the same workspace. You can do what you say with report

You can copy reports spanning more than one workspace. However, you can NOT copy dashboards across TWO different workspaces, as the two workspaces are comprised of two different sets of data and environments. So, first question is, NO. Last two are: No, and Yes respectively.

https://learn.microsoft.com/en-us/power-bi/create-reports/service-dashboard-copy -- The new dashboard is saved in the same workspace as the original. -- It seems that you can copy a dashboard within one workspace. Also, there is a way to copy a report in another workspace. But there is a difference between Report and Dashboard. Therefore, the first option should be "No".

I just went to the service and tried it, you can't. When you click the "..." on a report, it's really obvious you can put it in another workspace. For a dashboard, the option isn't there.
