Maybe the solution is right, the question said "create a plan" and response are "Suggest", The answer must be suggest an action not to do an action like a.

While A & B should be the correct answer (and who would load data without a data cleansing process), the question states what action should you "RECOMMEND". Given the word "Recommend" I'd have to go with A&B with the word "Suggest"
