Why would C be the answer? Skype is already setup and the question says it's a Teams issue not a Skype on-premise issue. Going with AD

On-premises only (as per case study, SfB (not SkB Online) In on-premises tools: - Ensure federation is enabled in CsAccessEdgeConfiguration. - Ensure federation for the user is enabled through ExternalAccessPolicy (either through the global policy, site policy, or user assigned policy). - If you are not using open federation, ensure the target domain is listed in AllowedDomains. https://docs.microsoft.com/en-us/microsoftteams/manage-external-access B is used for Skype for business online - Set-CsTenantFederationConfiguration - Manages federation configuration settings for your Skype for Business Online tenants. These settings are used to determine which domains (if any) your users are allowed to communicate with. https://docs.microsoft.com/en-gb/powershell/module/skype/set-cstenantfederationconfiguration?view=skype-ps

Problem: The company does a lot of business with the following partner companies. Contoso employees are not able to communicate with these partners by using Microsoft Teams. Skype onprem is working and is not in scope here. We need to configure in the tenant the external access policy (A) and add the partners domain to the allowed list (B).

External access is an issue while using Teams so we would need to use set-cstenantfederationconfiguration as the command is relevant to Teams
