Labels can be applied to documents inside of Teams/SharePoint not via Chat - The question states, the document is shared in a chat sessions.
By default it will be View Only when a file gets uploaded and shared with people currently in the chat (Pluralsight Training)
The answers should be "D". Applying sensitivity labels doesn't mean that another user can't edit the files. In a Teams chat when a user sends a file, the owner of the document should make sure that edit permission is enabled.
