Call Analytics is used for figuring out why a user had poor call quality and meeting experience but the question states the user cant make og receive calls using the mobile connection and you have to be able to make or receive a call in order to determine whether it is poor or good. https://docs.microsoft.com/en-us/MicrosoftTeams/use-call-analytics-to-troubleshoot-poor-call-quality#introduction-to-call-analytics

Call Analytics - You can use this tool in order to get detailed information related to specific calls and meetings your users have interacted with. This includes calls and meetings they are a participant in and has other information, such as the device they used, the network they were on, and if video and desktop sharing were used during the session Question states: determine whether a voice call from the user was registered - you can see if a call has been made or not.
