I don't think Cost Management shows you what is underutilised, it shows you where you're money is going. Advisor would be the correct answer here

If you could travel from your resident city to your home town/village via a car, a train, AND an airplane; which would you select if given the 3 options? You would pick the most relevant/effective. Right?! Azure Advisor is specific to the scenario posted in the question. That's what the "Cost" tab on the Advisor dashboard offers you.
