The second should be app permission policy (taking in account the old way of this). By permission policies you control which apps are ALLOWED TO INSTALL/PIN. The setup policies help you to manage users’ team client (the apps used on them).

Out of date, there is no App Permission policy now. It has been moved to Manage apps

For App Permission Policy, I believe the updated answer should be Teams apps>Manage apps> Org-wide app settings
