Why not "Modify the replication settings of storage1"? Storage1 is general purpose v1, Locally-redundant storage account and in "User Profile Requirements" there is: - Ensure that the user profiles for the Boston office users replicate synchronously between two Azure regions. Changing LRS to GRS should fulfill requirements

D is correct answer. Azure Files supports cross-region asynchronous replication that you can specify when you create the storage account. If the asynchronous nature of Azure Files already covers your disaster recovery goals, then you don't need to do additional configuration.
