There is also a variant of this queston who states: From Azure Active Directory Domain Services server, you create a GPO. The answer of that one is no. You cannnot login to the Azure AD DS servers because they are Microsoft-Managed.

You can however install the GPO Management console and connect to their servers, granting you access to using GPOs in an AADDS setup. You only get a few OUs though, AADDS Users, AADDS Computers, and maybe 1 or 2 more. You cannot create more OUs. The same goes for ADUC.

In this question the Session hosts are not Joined to the Azure AD DS instance. So creating a GPO there would have no effect. You can modify the GPOs for Azure AD DS, however the question states that the Session Hosts are Joined to the "On-Premises" Domain, AzureAD (Entra ID), and Enrolled in Intune. They are not Joined to the AzureAD DS. Azure AD DS is just put into the question to throw you off.

This is correct, you can use a device configuration policy in Intune to configure Microsoft Edge.
