Default currency is configured per legal entity So as we have just two Currencies, we need two legal entities.

I correct. You can create 3 or 2 because the advanced warehouses are by warehouse. So it meets the requirement.

I would say NO. This is not an ideal setup from a solution standpoint.

The question is "Does the solution meet the goal?", not "Is this an ideal solution". The proposed solution does meet the goal, so the answer is yes. It's also worth mentioning that the question talks about two "locations" that use USD - as far as we know, they could be in two different countries and in that case two legal entities (three in total, with the CAD one) would be the only and ideal solution anyway.
