I believe all option for user1 is NO meaning Answer is NO, NO, NO. Read following article for affected Team Template policy when directly assigned for the user. https://docs.microsoft.com/en-us/microsoftteams/assign-policies

This is also my interpretation, policies will not be aggregated throughout the assigned policies chain, its on a first match basis. Therefore answers should be NO NO NO

I think the key word here is "must". You could add the template to Policy1 or remove Policy1 from user1, and user1 would be able to use the template.

Reading the question over again, the template is included in the policy, so there is no need to log in to the admin center to use it, anyway, since it's available when creating a new Team.

Well that depends if the policy is not assigned to him then won't be able to get around it.... he can change the policy since he has the rule applied then we can discuss this.

Answer is No, No, No Lab tested 14/03/22 User 1 is a Teams Admin and can create Teams in the admin center however, templates cannot be applied from the admin center when creating a team using this method. Templates are only available when "Create a Team" is select from the Teams Client. As User has has Policy 1 applied, then the Onboard Employees template is not an option for them.
