B. No is correct Set-CsExternalAccessPolicy: "Enables you to modify the properties of an existing external access policy. External access policies determine whether or not your users can: 1) communicate with users who have Session Initiation Protocol (SIP) accounts with a federated organization; 2) communicate with users who are using custom applications built with Azure Communication Services; 3) access Skype for Business Server over the Internet, without having to log on to your internal network; 4) communicate with users who have SIP accounts with a public instant messaging (IM) provider such as Skype; and, 5) communicate with people who are using Teams with an account that's not managed by an organization." This cmdlet is not used to manage Guest User permissions. These permissions are controlled through AAD -> External Collaboration

Guest governance is not managed via Teams External Policy. More over, Guest Domain governance is done via Azure AD (External Identities) so PS commands shouldn’t have “CS”

I would go for option B as New-CSExternalAccessPolicy command is used for modifying SFB/Online setting. Guest Invitation setting and allowing guest from specific domain (collaboration restriction) is controlled through Azure Active Directory .

I go with B. SfB is only a portion of Teams component and I think the question is pointing to a broader scenario that involves the tenant. Additionally Set-CsExternalAccessPolicy does not apply to SfB online or Teams.

The answer is No, the Set-CsExternalAccessPolicy can will resolve issue of guest access domain. However, Set-CsExternalExternalAccessPolicy will not resolve guess access permission to invite guest users
