Correct answer. Only can assign locks and tags to subscriptions, resource groups and resources. Tested in lab

Tenant parent group also a subscription so answer should be the last choice?

The tenant parent group is an MG, not a Sub.

Answer is correct, both Tags and Locks are available to Subscriptions, Resource Groups, and Resources.. Something like this came up in the exam March 4 2022. The difference was that you had to indicate which objects could be applied to the policy and which could be excluded from it.
