Just because soft deleted is enabled by default on new key vaults, we don't know whether this is the case here. Would it say "key vault with default settings" or something like that, then yes.

To support the answer: policies can be recovered from an Azure Key Vault, but with some important conditions: Soft Delete must be enabled on the Key Vault. This feature retains deleted vaults and their contents, including policies, for a configurable period of 7 to 90 days (default is 90 days)2. To recover policies, you need to restore the entire Key Vault. Individual policies cannot be recovered separately.
