i think it's connectors and triggers Trigger because, the flow's trigger will be by a states schedule(periodically) and that's what will keep the flow consistently checking the 3rd Party app for changes. Note that changes will cause a trigger of the flow, while actions will cause a change!

And yet in the question it is stated "... based on data in third-party cloud-based solutions" so in that case you'd use a connector to access that data.

Gateways are for on-premises only. The text says "third-party cloud based soluton" - Gateways do not make sense.
