To my best knowledge, you have got three levels to handle Office Documents: - Read Only (Doc Viewer for example) + Mobile App without associated Office Account (unlicensed) - Web App (license required) => Editing function - Desktop/Mobile App with Editing function (license required) Everything that includes editing requires a license. If you log-in with a business account, without a license associated, no app will be displayed!

They can, but not by signing in to office.com. They'll have to download from the Google Play store
