I am not understanding the API = "SQL" answer. According to https://learn.microsoft.com/en-us/azure/cosmos-db/choose-api there is only PostgreSQL API, but this is for relational data only. However with NoSQL API you can store JSON documents in CosmosDB and query them with an SQL like syntax, but this is not present in the answer options.

Correction: SQL is correct. Explanation: In Dec 2022 in "Core (SQL) API" of Cosmos DB was renamed to "Azure Cosmos DB for NoSQL" (https://azure.microsoft.com/en-us/updates?id=generally-available-updated-api-names-for-azure-cosmos-db). I think this renaming is infuriatingly confusing, but well...

Answer is correct - Strong consistency matches requirements and MS recommends that if you have no preference or specific reason to use any of the other cosmos APIs, you should use the SQL api
