Answer C is correct. Since question is "You need to identify which mobile device access rule applies to the devices.", Get-MobileDevice cmdlet acomplish this requirement where you can filter: DeviceAccessControlRule, DeviceAccessState DeviceAccessStateReason, DeviceActiveSyncVersion and others. https://docs.microsoft.com/en-us/powershell/module/exchange/get-mobiledevice?view=exchange-ps https://thesysadminchannel.com/get-mobile-device-statistics-in-exchange-online-using-powershell/

I think D might be a better option in this case: A Mobile Device mailbox policy is a group of settings that specifies how mobile devices connect Exchange.
