According to https://docs.microsoft.com/en-us/onedrive/restore-deleted-onedrive the Powershell command "Restore-SPODeletedSite -Identity <URL>" should be used to "Restore a deleted OneDrive when the deleted user no longer appears in the Microsoft 365 admin center"

B is correct. You can use both Recycle bin and cmdlet to resotre data from recycle bin. Cmdlet is sued when you want to restore whole site. Using recyle bin you can pick up file by file. I think the Recycle bin is for deleted files, hear the user is deleted, you can't recover the file before restoring the AD user first

OneDrive data retention is at to retain data for 5 years (10 years maximum) so data can be restored by an admin from OneDrive recycle bin.
