The text states: "Microsoft Office 365 licenses are assigned only to Group2." I think we should modify the Department field and the location. I would also modify the domain on which the user are assigned, but this is not in the question. If I am wrong, please correct me!

Stupid question: Currently all Finance users get a license and the objective is that all new users get a E5 license. Normally you would do this by changing the group based license from Group2 to the default All users group. Or the question is wrong and should read that the target is that all new Finance users get the license. Changing the UPN does nothing for the license. Usage location surely has to be set + Department if the question is really this ridiculous.
