Review is only under Premier. Stop giving the wrong answers. Premier is stil available but only for companies with enterprise agreement. Professional DIrect offers only :Guidance from a pool of ProDirect delivery managers". Guidance is not a design review.

I think you are mistaking. The catch to the question is keeping expenses to a minimum. The service they require is an on-premise inspection. If you opt for the standard plan you won't get such service. So that is money wasted since Microsoft as stated in their docs won't refund your money even if you cancel and already purchased support. And now you have to purchase support for the right plan this Money spent twice.

Azure support plans comparison page indicates that for Developer and Standard support, you receive only "general guidance" for architecture. This means that while you do get some level of architectural advice, it isn’t a comprehensive, in-depth design assessment. In other words, you cannot purchase an enhanced architecture support add-on for the Standard plan. If you require the more detailed architectural design review and guidance provided by Microsoft, you would need to upgrade to the Professional Direct support plan

Its 'No' because Professional Direct is for business critical dependence environment where the cost is $1000 per month. It would have strict agreements, such as requests are answered within few hours, etc. On the other hand, Standard at $100 per month is for production environment.
