Language Understanding (LUIS) and QnA Maker solve different issues. LUIS determines the intent of a user's text (known as an utterance), while QnA Maker determines the answer to a user's text (known as a query).

QnA Maker has been replaced by Cognitive Service for Language (https://learn.microsoft.com/en-us/azure/cognitive-services/language-service/). This one should be capable to handle user intent as well.

The QnA Maker service does not determine the intent of a user’s utterance. Instead, it focuses on providing relevant answers based on the input text. To determine intent, you would need to use a different service, such as Azure Language Understanding (LUIS) or Azure Bot Service

LUIS will be retired on October 1st 2025 and starting April 1st 2023 you will not be able to create new LUIS resources. We recommend migrating your LUIS applications to conversational language understanding to benefit from continued product support and multilingual capabilities.

LUIS determines the intent of a user's text (known as an utterance), while QnA Maker determines the answer to a user's text (known as a query). Utterance is for LUIS , not QnA

In QnA "utterances" are equivalent to "questions". QnAMaker does not understand intents, but when adding metadata, it could be simulated and scales higher (but this is not the standard approach, just a trick)
