Org-wide app setting is above Permissions policies in hierarchy. If Org-wide app settings for Third party apps is disabled, Third party apps can't be installed by users. Even if you turn on Org-wide app settings, enable all third party apps in Permission policies and than turn off Org-wide app settings, the Third party apps will still be blocked.

Answer for Prevent users from installing third-party apps published in the Teams app store should be App permission policy which is not is option. Typo error in question.
