They are not asking for automatioc labeling. They ask whoich users can apply the labels. Fot automatic labeling the minimum mailbox size is 10 MB. But since they ask which users can assign them its all users for both labels.

The correct answer is "User1, User2, User3, and User4" “Retention tags allow users to tag their own mailbox folders and individual items for retention. Users no longer have to file items in managed folders provisioned by an administrator based on message retention requirements.” ‘To apply one or more retention tags to a mailbox, you need to add them to a retention policy and then apply the policy to mailboxes. A mailbox can't have more than one retention policy. If the wording is correct here, then you are right. Just the processing every 7 days wouldn't skip the small mailboxes.

You are correct: The retention policy will not run automatically for mailboxes that are smaller than 10 MB.

M365 retention label has requirement of 10MB for mailbox but not exchange online retention policy so answer 1: only user 2,3,4 answer 2: all users

I think the 10mb apply also for the exchange retention policies: This issue occurs if the size of the mailbox in Exchange Online is less than 10 megabytes (MB). The retention policy runs automatically one time every seven days for mailboxes that are larger than 10 MB. Here is what I read in the link provided with the answer: "Mailboxes must have at least 10 MB of data before retention settings will apply to them, and retention labels can be published to them." https://learn.microsoft.com/en-us/microsoft-365/compliance/retention-policies-exchange?view=o365-worldwide#whats-included-for-retention-and-deletion (see the end of the last paragraph under that heading) So it seems that this limitation does apply to all activities involving retention labels.

Correct, User1 is excluded because mailbox is less than 10 Mo From source : The timer job can take up to seven days to run and the Exchange location must contain at least 10 MB.
