I think the third answer is wrong. That's wrong. Q3 is N. A chatbot needs an active session to the user. In scenario 3 there is no back channel available. It is a one-way processing. Never a dialog.

for my the asw are Y/Y/N. The qustion never said about "detect sentiment" but in the documents of MS IA, always mentioned this setting like something that you need to detect sentiment.

I think without knowing what the external website is, the last one has to be "No". So Y-Y-N should be the answer.
