This is the key: [manage apps by using app configuration policies in Microsoft Endpoint Manager]. App Configuration Policies are either for ANDROID or iOS/iPadOS. So the Windows 10 devices are excluded here. Since we are not talking about MDM rather MAM, we don't care if the device is enrolled or not in Intune

You may want to let Microsoft know that MAM policies can't be applied to Windows 10/11 devices. :) https://docs.microsoft.com/en-us/mem/intune/apps/app-protection-policies-configure-windows-10

Assuming unenrolled means MAM… these MAM for unenrolled devices can be assigned app configuration policies (and app protection policies). https://docs.microsoft.com/en-us/mem/intune/fundamentals/deployment-guide-enrollment-mamwe states: MAM for unenrolled devices uses app configuration profiles to deploy or configure apps on devices without enrolling the device. JT19760106, that's not how I'm reading what's stated in the link you provided. The very first sentence clearly states that it can. Also, this link states that MAM-WE is available for all 3 platforms. This question doesn't appear to have a right answer if we have to choose from those listed. https://docs.microsoft.com/en-us/mem/intune/fundamentals/deployment-guide-enrollment-mamwe

Coming back around to revisit. I tested this and indeed for "App Configuration" policies, only iOS/iPadOS and Android" are options. Further, for Intune enabled apps it's possible to manage app configuration policies for devices not enrolled, so ANSWER C is correct. https://docs.microsoft.com/en-us/mem/intune/apps/app-configuration-policies-managed-app
