Both Answers are right. In first one we dont need to create a custom Action. We can use already available Actions. So Answer is Yes.

What if you are using a layer of Q&A with knowledge database?? In that case the bot will recognize the keyword and expose the answer without the need of an action. So I will say the answers given are right
