Second part of answer HR is correct. There is setting in Sharepoint admin-> site creation -> Select Site creation under Teams . Then it will take /Teams instead of /Sites before /HR

The second one must be very confusing, but the answer is HR so site in SharePoint would be named HR. If we choose /sites/HR, site in SharePoint would be Sites-HR

Given answer should be correct, as @chan2013 stated: https://docs.microsoft.com/en-US/sharepoint/manage-site-creation

Based on this link it has to be either /sites/HR or /teams/HR. I am looking at my SharePoint settings and it shows /sites/ as the default. The odd part of this question is -mailnickname is the Microsoft 365 group name for the members if I am reading this correctly.

I ran this command in Powershell. Answers are correct Except on SharePoint, it should be nickname "/teams/HR" but it creates path "/sites/-teams-HR"

I also ran this command and I had the same results as you. However, in M365 Admin Center the group mailbox nickname was indeed /test/HR. Perhaps there is some incorrect wording in the question?

I guess MS tries to trick you that on low level it's impossible to set what they ask (some automation changes "invalid characters" to valid ones) but solution should be as you said?

Basing on what I saw doing laboratories, there's no way you can change a SharePoint web address to make it different from "/sites/whatever_you_want_here". Choosing the "/teams/HR" mail nickname creates the site at the path "/sites/-teams-HR", so I guess none of them is correct for the expressed request.
