I would say - all of them can install. Maybe the question wording was wrong.

Yeah this and the previous question that stated everybody can install from the PRIVATE store really confuses me. either there was a change recently or only (Basic) Purchaser can install apps.

yeah given the answer explanation and the reference link, i suspect the question was supposed to be: which users can "purchase", "add" or "assign", not "install". I guess we'll never know.

This question has nothing to do with purchasing app >Who can install the app, after it was purchased lol >Admins can purchase and then they assign the app or Basic purchaser can buy his/her own app and than assign it.

Answer provided is wrong as every user can install from a private store. "When admins add apps to the private store, all employees in the organization can view and download the apps." Reference: https://docs.microsoft.com/en-us/microsoft-store/distribute-apps-from-your-private-store I think some answers are missing here. I have found the same question on another site with user5 with no role, and possible answers are: User1, User2, User3, User4, and User5 User1 only User1 and User2 only User3 and User4 only User1, User2, User3, and User4 only
