SharePoint Online license is a dependency for Office on the Web license - you cannot assign this without SPO license.

Yep the answer is wrong. M365 Apps for Enterprise is needed only for using the M365 client apps but not for creating content in office for the web. One just need a storage space, OneDrive or SharePoint, meaning the SharePoint license.

Did a repro and when assigning only office for the web you get an error To assign a license that contains Office for the web, you must also assign one of the following service plans: SharePoint (Plan 2), SharePoint (Plan 1).

Office for the web makes it easier to work and share Office files from anywhere with an internet connection, from almost any device. Microsoft 365 customers with Word, Excel, OneNote, or PowerPoint can view, create, and edit files on the go. they do not mention SPS, so only Office for the web, you can create and save locally to your computer if you consider sharepoint as repository to save choose sharepoint option too

There was an identical question earlier (https://www.examtopics.com/discussions/microsoft/view/51069-exam-ms-100-topic-2-question-43-discussion/) but the difference here is that the license and question wording is about "Office for the web", whereas the other question writes about "Office Online", but it is the same thing. Surely, the answer should be the same as in the earlier question – Office for the web and SharePoint Online (Plan 2), because you need Office for the web (Office Online) to create documents and SharePoint to store them.
