Updating the default policy would affect all 3 teams, whereas the question states that it wants the apps pinned for only the "Events" team. You would need to make a new policy and then assign it to the team, so C is the correct answer.

App setup policy: Pin apps - lets you choose apps to pin for your users, Install apps - You can choose which apps are installed by default for users in their personal Teams environment upload customs - you allow users to upload custom apps to Teams. Tip: take time and understand between Teams-wide permissions and policies difference, I felt like MS personally want to harass me with naming just for exam sake, few names makes perfect sense and few are just gutter.

I assume it's C custom app setup policy because you're setting up the app for only 1 channel/group and setting it up not modifying an existing one nor doing it globally.
